Oddly I think he will spend well, what will make of break him is our current form if it doesn't improve very quickly he wont get the chance to spend anything.
Just read a quote from Robinho which implies that maybe things are far from rosy, but sensibly giving Hughes a bit more time.
Robinho said: "If a team is not doing well in Brazil they change the coach immediately. Here it is very different and they get a chance to show what they can do.
"Hughes is fighting to strengthen the squad and I hope he can do that this season with the help of the new signings we are going to make in January.
"In the league we have a lot of room for improvement. There is a lot of quality in the squad but we lack cohesion.
"We have great players but we have to want to win, regardless of who we play."
