A plumber (the usual failed footballer sob story) became a multi multi millionaire developing billions of pounds of property in a very short space of time. Found allegedly with a bundle of cash and close links to council officials. Allegations of cheap land, high density planning approvals, low s106 agreements and incomplete developments with overseas deposits lost by investors.

Liverpool is a different world when it comes to development than Manchester.

In a former professional position I arranged finance for a couple of city centre developments in Liverpool. This type of behaviour from interested parties was quite the norm. I instructed a surveyor to inspect one of the developments before requesting a tranche of monies be released by the bank as per the agreed financing agreement. The development hadn't reached the stage whereby the bank would release the next tranche of funds and the surveyor reported this accordingly. Two days after receiving the report and after advising the client we weren't in a position to release the funds as the stage of works had not been completed the surveyor then submitted a 'amended' report and concluded that the works had reached a stage where we would be able to release the funds. Naturally we made enquiries as to the sudden alteration mainly to establish the surveyor's competence. What we discovered was intimidation from both the developer and a political figure of the surveyor of professional and physical damage if he didn't alter his report.
