It is both a very interesting and difficult debate don't you think. Both sides are right in my view and I dont think there can be a right answer.
A child with real needs and in a perilous situation cannot be left in such a position on account of the fact that the only safe place he can go is a smoking environment.

"During the debate, Mr Stark defended the ban, due in 2010, by saying that children's welfare should be put ahead of the needs of foster families".
The nneds of the foster family should not only be not considered, but should not even be entertained at any level... they have no needs. If they did I guess they could help themselves by stopping smoking.
Hard one to call!
