It's a lot more likely that they're both still on holiday, than that City and Napoli are waiting on a deadline that doesn't actually exist. If Jorginho had signed on the first of June, he still wouldn't play until the 18/19 season, therefore he wouldn't be on the books until the 18/19 season.
