It’s just that (going on our post 2008 experiences) Italian clubs, in particular, seem to have been the most difficult for us to negotiate with in the recent past.
Our negotiator may not, indeed, be a shithouse, but how do you suggest we proceed if the person we’re dealing with on behalf of the Italian club, most definitely is?

That was then & this is now. Kaka admitted 3 years ago that he regretted not going to City back then, but it's understandable why a recent world player of the year wouldn't want to give up a team in the top 5 in the world to play for Mark Hughes at City whose last major trophy was 40 years previously.
If it was now, Kaka & Ibra would have a different take on a move to the Etihad. Players like Di Rossi were always destined to be a one club player, but Jorginho is different. He has no emotional ties to Napoli like DDR had with Roma & City are a multi-cup winning team managed by Pep Guardiola who've just broken nearly every PL record in sight.
This one is about patience. The word is that Napoli have accepted Jorginho will leave this window, but they want his replacement in before he goes, as they feel the price of a replacement will go up if other clubs know they have our £40m+ burning a hole in their pocket.
