Except dortmund may want to cash him while his stock is high as ever, you never know your biggest asset will have career ending injury next season.
He isn't improving because he is at Dortmund. He starts every week for us as well, he would make up 2/3 of our midfield and would quickly be alongside Rodri as the first name on the team sheet.
"Start every week" is a bit of a red herring. At City he'd have more games in more competitions with a bigger variety of challenges against a better quality of opponent. He'd likely get just as many minutes as he is getting now, and if he thinks he's good enough, as I'm sure most think he is, why not challenge yourself at one of/the best squads in the world.
