I cannot understand it to be honest, unless its a dealbreaker in signing him. The sooner he gets here and understands the way Pep wants him to play the sooner he can be an asset to the side. Better players than him have not come into their own until the second season, delaying him arriving only adds to the wait of him being a useful addition.

We went for multiple strikers in the summer so clearly there was a place for another offensive player and we have sold Torres since then.

Of our offensive players which did you think was anticipated to leave? We have lost Aguero/Torres failed to sign Kane/Ronaldo its clear, imo, the number of offensive players was not the reason he is not joining up with the side. Additionally we have a small squad player wise.

Clearly there are reasons, and I think the likelihood its probably the players wish.
