Forgetting the de Jong stuff for a moment, I actually think Phillips will be as much back up to Bernardo as Rodri.

Bernardo's been a box to box midfielder for 2 seasons now, he very rarely does anything creative or goalscoring. We saw glimpses early on, but particularly after Christmas, he's just getting his head down as a box-to-box.

Phillips' high energy aggressive pressing and tackling is closer to the role Bernardo provides in our midfield than anyone else.

I think Bernardo could really do with it as well, he plays way too much.
While I'm not sure Bernardo would agree ;) , I had the same idea in mind about Phillips covering some minutes for Kev (who is key to be fresh in order to break up tight defences with surprising passes).
Phillips not as a 1:1 replacement obviously but to bring home matches that we're clearly winning after 75 minutes or so (now having 5 subs).

Covering Rodri and also both 8's positions shouldn't be a problem for Phillips midfield skills in terms of defensive game management.

I have to be honest I'm a bit meh about Phillips. If he was a 'cheapo' 25m signing fair enough but he isn't going to be cheap and at his age he hasn't shown enough IMHO.

Whilst I'm moaning about what are unpopular opinions on here I'd rather keep Sterling with no arms than Jesus who for me is just another decent player like nacho.

I think next few hours is overly optimistic but seems this one is going to get done
