Thats mainly because Pep has altered Bernie's role,so as he can include and cater others.Forgetting the de Jong stuff for a moment, I actually think Phillips will be as much back up to Bernardo as Rodri.
Bernardo's been a box to box midfielder for 2 seasons now, he very rarely does anything creative or goalscoring. We saw glimpses early on, but particularly after Christmas, he's just getting his head down as a box-to-box.
Phillips' high energy aggressive pressing and tackling is closer to the role Bernardo provides in our midfield than anyone else.
I think Bernardo could really do with it as well, he plays way too much.

They are massively over their wage cap still so they can't sign players without reducing itWell with Barcas new cash they don’t need to sell Fdj and the Rags are the only ones to offer anything and he doesn’t want to go there... so unless City want Fdj + cash and Bernardo pushes for a move I can’t see Bernardo going there.

As valuable as Bernie is in our 11,i am still convinced we could be getting more out of him in the same way Portugal do.
Hopefully with these new additions,which address imbalance......going forward,we may see less square pegs in round holes.
I enjoy watching him do that too,but i also believe he is one of the very best attacking midfielders in the world.I always feel that he's way better for us than for Portugal.

Agree. I think him and Cucurella are going to be fairly quick ones now. (Done before preseason)I think next few hours is overly optimistic but seems this one is going to get done
