Makes me laugh that the booking fee is over 50% of the cost of the ticket itself.
 
as a yank, i just don't understand why there's such a big on-going problem with racism and other discrimination.
-allow me to clarify.
Obviously neither of those things have a place in sports, but as it relates to a game...i just don't understand it.
-stateside we chant terrible things in games at refs and will try to get in the heads of opposing players by chanting a variety of things (check out a college basketball game between UNC and Duke if you don't believe me). However racial slurs and discrimination terms just aren't said at the stadium or arena.
-Banning fan travel also makes even less sense than the fact that people are chanting these things... How about the security just toss the fans, and if they are unruly at that point, arrest the wankers. A night in a Kiev jail for a few jerkoffs would probably resolve such issues immediately...

They weren't banning the away fans for racist behaviour.
It's the home team who were being punished (theoretically) for their behaviour at previous matches. Rather than ban them from travelling, they ban all fans from their home matches. While this does mean tens of thousands of them are prevented from going, it also means that the innocent travelling fans can't attend.
They could ban the racist fans from further away matches, but don't as their preferred option is partly financial and partly to neutralise any crowd effect at their home match.

As for stewards, the problem is that it's dozens or hundreds doing it - security generally aren't capable of dealing with that.

In England, there are some idiots, but it's relatively low level. In Eastern Europe particularly, but also other places like parts of Italy, it is a regular occurrence, seemingly a cultural thing.

I knew this would end up a stitch up like CSKA but this time UEFA have outdone themselves.

Can't wait for us to wipe the smug smirks away when Pep rocks up.
