If you sell your house for £170,000 an outstanding mortgage of £40,000, the sale price and market value is still £170,000.

It values him at £170M and that's what Real Madrid would have to pay. What PSG owe to Monaco is irrelevant to his value as a player.

I think what they meant was if the sell, they have to pay Monaco 30-40m, as they had a sell on clause.
Apparently the clause states that if they sell him during this current contract then they have to pay Monaco 40m. If he extends his contract with PSG then the clause will no longer be in place.
