Why do PSG need him anyway? They're stacked.

I feel Monaco will be in a similar position as Arsenal and may want to sell him to us than strengthen the rival. That being said, we could maybe put in a lower bid with an outside chance of Monaco accepting just to hurry it up and get it done with so PSG can't sniff around for longer.
How do you know they've spent their budget?
