American police are out of control, this guy had "you're fucked" inscribed into his gun. The guy giving them orders is a sadistic fuck who wants him to get shot, with conflicting requests. The guys on the floor crying asking them not to shoot.

He was wearing shorts. The thought was he was trying to pull them up as he crawled, which is a natural reaction for anyone, never mind having had a drink or two in him.
