CITY will consider a player-plus-cash deal to try to break the deadlock over Joleon Lescott.
The Blues have not made any fresh offers to Everton over the England defender, and are awaiting developments at Goodison Park.
The Merseysiders are expected to change their minds and agree to the sale of Lescott after weeks of bitter wrangling.
City will not increase their last bid of £18m but could be prepared to include Richard Dunne, Martin Petrov or Jo - currently on loan at Everton - in a bid to clinch the deal.
Dunne would be a particularly interesting proposition to Everton as he would be an instant replacement for Lescott and knows the club well after spending the first four years of his career at Goodison.
Everton have turned down two City bids and firmly rejected Lescott's transfer request, but there is a feeling in the Everton camp that the issue is having an unsettling influence on the camp, especially after the 6-1 home thrashing by Arsenal.
Sympathy
Blues' boss Mark Hughes has expressed some sympathy with his counterpart David Moyes.
He said: "This season we have been able to attract some top-level players and maybe he is fearful of the consequences as we chase a top-six place.
"David has made it obvious he is unhappy with the situation and how it has developed, and I can understand his frustration because no manager wants to lose his best players.
"I can well understand that but I am quite comfortable with it in terms of how we try to conduct our business and how we try to make things happen."
The row over Lescott, and the debate over City's new-found spending power has shone the spotlight on the Blues like never before.
But Hughes has told everyone at the club they had better get used to the interest especially after an opening-day win.
"It will be with us from this point onwards," he said. "We have shown we have good qualities which will sustain us on the journey we have started."
