There's got to be some irony in the fact that generally the dirty, evil, nouveau riche Chelsea, PSG, and City are rather tight lipped and courteous about things like this, but other "established" clubs are rather liberal about talking about players at clubs other than their own.According to RMC, it is not what he said. At least, not implying what is written in this tweet.

He is basically saying nothing.

I think it is naive to think PSG can't offer him any more than we can, financially. They can offer the same wages or more. We can persumably offer shares in the cfg group (something assumed based on claims in a few papers, but never yet done), or playing/coaching in the states. They can offer image rights in Qatar and a role in the tourist industry to get paid for simply existing. (something already tested).
If he does decide to leave Barcelona, and it is a big bloody if, and if, again big if he goes with a football based decision where to move next, then i do think we offer a lot more than PSG or anyone else. All depends on what he wants. Always has.
On top of handsome wages (given his fee would be low in January or not at all in Summer), we can offer Pep and Aguero too. As well as a hierarchy he can trust in Txiki and Sorriano. The project he cited as the reason to want to leave Barca is also here at City including, as you say, longevity in terms of an actual footballing plan.
PSG can offer money (which he’s not short of), rights and Neymar.
They can match or even offer money financially to Messi than we can but everywhere else we have the upper hand. Hopefully he isn’t motivated by money and based on the Summer, I don’t think he is. I think he just wants to compete while he still has time left.
