But comparing the reported fee to a free (yes I know, it'll be a good-sized sign-on fee) means signing him next summer would be incredible on our part. He's also free to negotiate with any European club in January, right? If he does leave Barcelona, I think we'd be in the driver's seat for his signature.

Nope, they lied about him signing it. Apparently all agreed but haven't had the "time' to sit down with Messi to sign it.
