If you actually read the story it's not quite what it seems. He says that City THINK Leo will end up staying and therefore have decided not to present him an offer. But. He also says that the only thing that could change that would be "a wink" from Leo. And then he ends by saying for the moment Leo's two options are stay or PSG.

Let's say for arguements' sake it is all 100% true.
Got to give the club credit with the handling And timing of ths sergio announcement.
If these rumours gain pace, whuch they will, that messi is staying, before we publicly made any decision on aguero, it would have looked and been presented as us using agueronas a bargaining chip to convince messi, and when fell away, discarding him unceremoniously. Which obviously is bullshit, but would have been claimed.
Whereas now, the club did whatnis best for club and sergio, khaldoon told him he's getting a statue, a big than you and best wishes. And Then, messi isn't part of the plans either. Which tbf is beleivable too.
