He genuinely wanted to come and even submitted a request for his release, however, Barca refused it even though it was agreed in the contract.
As it was during COVID and the season had finished later, Barca claimed the deadline for the release clause had passed and was linked to a month rather than the end of the season.

In the latter version Messi was allowed to leave for free at the end of the season but because of Covid delaying the end of the season, Barca claimed that clause had expired. Messi considered taking Barca to court over it but ultimately didn't want to end up fighting the club.
