It's a stonewall pen. Oliver got it wrong. Watched the match on City's website yesterday and Alistair Mann summed it up perfectly, as to why VAR didn't get involved. What's the defender meant to do? Just move his legs and let him run past.
Cherki initiated that contact, not on purpose, he just tried a turn and ran into the defenders legs that were already set.
I've seen them given but I'd find it harsh.
