Ceferin may though have been here to get a handle on recent developments re City's ownership structure?

I doubt that a company whose reason for existence: profit, would invest in a football club who were about to sanctioned. If you suspected that they were, but still believed in the business case, you'd wait until after the sanction, and then buy the 10% equity for US$200m less. I suspect City have been is discussions with Silver Lake for ages, and the timing of the deal reflects City's confidence, and hence Silver Leaf's confidence that the impact of UEFA's investigation will be limited.

This maybe wishful thinking? Feels logical though.

Investments such as Silver Lake are making are not made on a whim but only after a long period of negotiation and clarification of what each party expects and wants from the other and then extensive due diligence. This could mean that SL are sure that their investment will not suffer from any trouble City have with UEFA but if that is the case I cannot see why Ceferin would be there at the same time. It does seem to me that the whole thing was aimed at showing that the "football family" in Europe not only includes City, but that we are increasingly central to it. It certainly did not seem like the prelude to an announcement of a CL ban or even a "small fine".
 
He wasn't just "at" the game, he was the guest of Khaldoon, the media seem to have largely ignored that, and it was no coincidence that the Silver Lake deal was announced to the Financial media a couple of hours later.
The media is so far up their own arse that they didn't even know that Ari Emanuel was at the game as Khaldoon's guest in full view of everyone until after CFG were done with the press release. Not surprised considering that the media is mostly made up scouse cheerleaders and rag bootlickers, lacking any actual qualification to do the job.

More likely that SL and CFG were explaining the synergy that their combined investments could bring to football and its peripheral sectors. Perhaps indicating revenue streams that uefa may also benefit from (perhaps digitally).
