Normally out of ground stuff can be bullshitted away by the club as 'nothing to do with us' due to being outside, not necessarily fans etc but the culpable way the club behaved and encouragement they gave to all this stuff should see them being properly punished however, I'm not holding my breath.

I think it's an appropriate punishment. Even against minnows it'll teach their club officials that their are real consequences to supporting mob behaviour by their fans.
