The league Cup is governed by the EFL.
Likely to be different rules.

They were trying to make it a one leg game as soon as they went through. I bet they only end up having to play 1 game - at home

Probably only by using the blank week later in January, other than that, the midweek of around 20th looks free for Liverpool.

From February, there is a league match after FA Cup 4, and then it's CL matches again.
