Surely the referee didn't lie, it's not as if there is a photograph of Halsey looking directly at the incident he didnt see ........

It wasn't Halsey, he said on twitter afterwards that it wasn't unusual for a referee to be pressured by PGMOL to change his post match report due to media influences.
The referee in that game was Andre Marriner, he changed his report under pressure which saw Aguero miss the derby, not Halsey, he'd been retired for a while before then.
