It was a genuinely horrific event, the response in some of the press was shameful, and the cover up was one of the biggest police/establishment scandals of my lifetime.

Imagine. The game is replayed. Liverpool win. Spurs come 5th by 1 point. Liverpool win the title by 1 point. (Unlikely I know). That is at least 100 million in lost revenue to City and Spurs. And both with very strong cases against the Premier league. Not many organisations could cope with that. Quite apart from the reputation damage. They would be crazy to risk it.
