If you take out there win against Spurs in april last season you have to go back to feb against Newcastle to find a convincing win . They have played 16 games in PL,CL and other games wich have been close and mostly won with luck or late goals. I think they are not anything special they are good grinding out wins but is that sustainable ? I am not so sure.

You don't retake for encroachment unless it makes a difference to the outcome.

If the penalty was saved, and the player encroaching scored the rebound, or blocked off an offender etc., then it would be retaken. If it's scored directly, they don't retake.

It would be the same with a defender encroaching- if the penalty was saved, and pushed straight out for a corner, or the keeper held on to the ball, then there wouldn't be a retake. If that defender was involved in clearing the ball after a save, or blocking off an attacker, so the keeper could claim etc., then it gets retaken.

You do have to give them some leeway, as they dropped off after winning the title during that run.

However, I wondered at the time if that slacking off was a sign that they've not got what it takes to win back to back titles. With their form this season, I know everyone loves expected goal stats, but their expected points so far doesn't even put them in the top six - suggesting their results are better than their performances.
