The quote has been widely circulated and has been used in articles in outlets such as the Economist. It's a misattribution that has been around over 100 years.
There's a similar fake from Thomas Jefferson, but that one is probably much newer.
Liz Truss isn't a serious person, if she was she would have paid a professional researcher to source quotes that go with the narrative she had outlined and avoided this area. Even if the quote was genuine it would have been a stupid thing reference the Jewish banking dynasty, when the mere mention of "Rothschild" triggers a crank warning.

It’s genuinely staggering. Johnson, May and Sunak are/were terrible, but you can see how they attained that office. And yet some cunts still defend our utterly shite electoral system.The underlying problem is that Truss was chosen by Tory members - probably because she was white and had a vague resemblance to Thatcher. The Tories are no longer a mass party. Their membership in no way reflects the general population. Not even the general population that broadly thinks of themselves as 'Conservative'. You are looking at a clique dominated by old, white people mainly from rural and suburban areas, spiced with wild-eyed UKIP types and outright cranks.
The equivalent would be a Labour leader picked by Socialist Worker types, animal activists and social workers.
