The Ibéro-American route is 2 years residency that he surely must meet unless there are detailed requirements to actually not be out of the country on a specified number of days. Alternatively, the residence application may take several months which rendered the Italy citizenship route as preferable to get an Italy move which is now unnecessary because he wants Atletico because he’s a language exam cheat.

Série A has some byzantine non-EU player rules. There’s a limit on non-EU transfers in depending on how many non-EU players are already registered, being sold etc. Quotas can though be traded I understand to complicate stuff further.
