Hi,
I’m a fan from the US, so not super experienced with the memberships, but when I bought in the past, yes, it was one membership per person/ticket. I will say though, I’ve seen a fair few of spares for Luton being posted on Twitter and the game is still pretty far away, so my guess is you could save the extra £35 per ticket and get a spare from here or Twitter. Be aware of scammers though. Hope that helps.
