How odd, rules should be the same wherever.
What he is saying is incorrect.

These are the current rules in the CL.

The halftime IFAB certified official and rules expert Paramount+ plus consults said that the referee had to deem the handball as intentional to rule out the goal.

Handball doesn’t need to be intentional for it to be a foul.

Is this just PL only?

For accidental handball in the build-up to a goal:

- If one player accidentally handles the ball and a team-mate scores, the goal is given;
- However, if a player accidentally handles the ball themselves and goes on to score, the goal will not stand.
