Sterling made no attempt to play the ball, so it's clearly a foul. It's just never given and will given as and when it suits the refs, as seen by Kolarov not getting a penalty.

Perhaps they will learn from this any pulling pushing will result in a pen ,sterling wasn't even watching the ball

These are the new rules. Players will learn. Sterling had his hands out and on him. Players were warned. You cannot grabble or impede in the box anymore. We are going to see a lot of soft penalties until the penny drops.
