We've brought in about 128mil on Mahrez, Laporte, Trafford, Borges, and Charles and the Lavia and Porro sell ons. THB and Doyle should net us another 25mil. If we got Eze and Nunez at a combined 130mil added to the 156mil for Gvardiol, Kova, and Doku that's 286mil out and an estimated net spend of about 133mil, Certainly doable. If we could move Phillips for say 25-30 all the better.
Also, Palmer may force our hand as he wants to play first team minutes. It will be interesting over the next week or so for sure.
The nerve on that kid. He should be happy on the bench while getting paid.
 
On what evidence are you making this assessment? "The best player in world football" & "Two leagues ahead of any other midfield target" doesn't quite cut the mustard.
I said Declan Rice was the best player in world football at progressing the ball forward via dribbling last season. Not that he's the best player in world football, obviously. He literally carried the ball further than any other player. That is not opinion but fact. As seen here:

The 2 leagues above comment is obviously exaggerated but I mean in terms of catergories of talent. We've got the generational midfield talents that are Rice, Jude, Pedri and maybe FDJ. Then world class players that have the potential to reach the top few in the world. This league is close to the best, but a step below. And then the rest. Special in certain areas and when used right are world class, but requiring a system that helps them succeed to truly flourish. I.E Paqueta, Nunes, Eze, etc.

Which so happens to explain why City targeted Jude and Rice first, before settling down the list. Still class players but could be better.
