The Real Madrid transfers aren't quite a clear cut as you think because it's only really this Summer that they have spent big. If you go back a bit then of course you can see Tebas's comments as nonsense. Real Madrid though have for several years not really spent much at all in the transfer market.

Strangely enough I have yet to see an avalanche of articles detailing how the Hazard transfer is distorting the transfer market.

Personally I doubt City will win the CL simply because UEFA won't allow it to happen. Look at the last 3 seasons in the CL.

2016-17 - Stitched up without VAR in the home leg v Monaco when Aguero was totally cleaned out in the penalty area by the keeper after less than half an hour. A penalty and a red card all day long yet the ref gave Monaco a free kick and Aguero a yellow card for diving.

2017-18 - Stitched up without VAR 4 times over the two legs v Liverpool. The ref in the home leg was the same one v Monaco.

2018-19 - Stitched up With VAR in the away leg v Schalke when the ref turned down Schalke's appeal for a penalty then bizarrely changed his decision despite VAR not working so he couldn't review it. Also stitched up in the home leg v Spurs when the ref reviewed the Llorente handball incident from several angles but crucially not the reverse angle that showed a definite handball.
