I will use the famous opening line, I am no lawyer, but......I know what you are trying to say, but, as I understand it, the PL process is for breach of contract and follows the provisions of the Arbitration Act 1996, under UK law. So it's not false to describe it as a legal matter even if we don't like to hear it.
Didn't the PL describe them as breaches and then others started to describe them as charges.
Haven't the PL stopped short of saying City have committed fraud, which is unlawful. I still maintain that Martin Samuels knew exactly what he was saying by referring to "law". We can only guess, like we can only guess what evidence the PL have, nobody on here knows. The wheel keeps going forward on this issue but it goes in a circle unfortunately;-)
