The wording of the bill gives the power to the Secretary of State to force ownership change if state influence is involved in running a club so should not affect City. If the Government pushed ahead with this it would destroy inward investment in all UK industry especially from the Middle East. A disaster for the country.
That’s the way I read it. I think There are lots of people who would be prepared to see the UK return to the Dark Ages as long as we were stuffed in the process. It’s beyond pathetic.

It appears that some forms of racism are acceptable, even in such places as the holier-than-thou Guardian.

Of course, they would argue it isn''t racism, but I think that's a stretch. Imagine what would be said about endless articles attacking Jewish-American money and influence in English football. There would be outrage. Yet one is no worse than the other. Either both issues are racist or neither is. These people are in denial.
To use the phrase: "The people who run the club are despots" in relation to Citys ownership is a difficult one to prove if Liew was sued for libel. The dictionary definition of "despot" is a "ruler who rules in a cruel and oppressive way, a tryant." City are owned by Sheikh Mansour and Silver Lake. The people who run the club is a vague phrase but would certainly include Mansour and Khaldoon and possibly the management tier below Khaldoon. Not naming people is no protection against a libel action.
In theory Liew could be sued by multiple individuals. In that instance he would have to prove that his allegations were true. The burden of proof would lie with Liew and the publishers of the LFC Fanzine. At some point City are going to make an example of someone. Personally I think this would be a good moment to take action against Liew who has a track record of malicious comments.
