The story is bollocks. Appointing subject matter experts is nothing to do with charges. It is routine in any complex case.
Draper’s story is false. UEFA did NOT accuse City of having inflated sponsorships. The value was never an issue. Der Spiegl alleged some of the sponsor money came direct from ADUG instead of indirectly via Etihad. Draper is a moron.

One things for sure if we win the league it will be talked about as a season where we blew semis and qtrs too.

If the scousers only win the league cup as is posssible it won't be classed as a colapse or failure, but a success of reaching finals

Draper really is a clown. Appointing subject matter experts can happen at any stage of a legal process, often at the start when parties are assessing if they even have a case. Draper talks about "charges" as if this is a criminal prosecution. It is a potential civil dispute between the PL and MCFC about alleged breaches of rules. This so-called investigation by the PL started four years ago and relates to issues dating back to 2011/12 which have already been settled. Just think about that for a moment. How likely is this to go anywhere? It seems obvious to me that the PL took this issue on because of pressure from other clubs led by MUFC and LFC and have got nowhere to go with it because City have done nothing wrong and there is no evidence. The PL has repeated the same mistake UEFA made in bowing to internal politics. Richard Masters (PL CEO) has his reputation on the line because of this and needs a face-saving way out.
