Correct , but it seems the tug on the shirt trumped the other fellah only pushing him in the chest.
I do though think it is time for coaches to stop teaching shirt pulling as a tactic. Lean into the attacker or make contact when they are in the air never give pens for those

I’d make the shirts easy to rip. Then they don’t hold the player back as much and it’ll be obvious that the defender pulled him back as he’d have a fist full of shirt.

We employ a high bar and full backing of the referees when they make blatant errors.

Then they designed rugby shirts that had no handy hand holes where yer could get a good handful of oppo shirt. Might be an idea to paint the shirts on in the team colours.

I like your thinking. It could be trialed in the WSL.
