Michael Shields may well be innocent. Highly likely that he is. However, he will never be released unless the verdict is overturned by a Bulgarian Court. If Straw was to release him then it would contravene every international law regarding imprisonment and would give carte blanche to every state to release, or demand the release of, pretty much anyone they want.

While it's not quite that bad, as our courts have ruled that he does have the power of pardon, I think that he's more than likely unwilling to offer up precedent that a returned prisoner from a foreign country will be released as soon as they get back to the UK - that would mean that more brits who are locked up abroad would be less likely to be returned to the UK, if we had the perception that letting them serve their time here actually meant they'd be released.
