Whoever signed these contracts off need to be prosecuted, follow the money and stop going for the low hanging fruit.

If someone knowingly signed off those contracts were well above market prices (even in the context of a pandemic), then that would suggest bribery, wouldn't it? So that would support the NCA investigation.

I'm surprised that you don't think there's any guilt when they have setup a deliberately opaque business and hidden the legal and beneficial owner. And then repeatedly lied about it.
Honest people don't usually do this.

And then sticking the money in a in offshore trust.

Who signed the contract off? Which particular person?

Not a dept or an organisation subcontracted out to perform the task but an actual person.
