If someone knowingly signed off those contracts were well above market prices (even in the context of a pandemic), then that would suggest bribery, wouldn't it? So that would support the NCA investigation.
I'm surprised that you don't think there's any guilt when they have setup a deliberately opaque business and hidden the legal and beneficial owner. And then repeatedly lied about it.
Honest people don't usually do this.
