I think its more to do with what the human body can take and fuel rather than the delivery systems. Not for sending things piecemeal and establishing a colony. We lack the ability to bring people back from Mars because we can't send anything heavy enough to generate enough thrust to propel itself off the surface of Mars and back to Earth, but sending things to Mars and leaving it there, we can do that already as we already do.
