More child abuse covered up

Except that, in so many cases, it was the police who blamed the victims.
The local authority have done their job at that point. If the police fail to act then that's on them.

In the future it might be better if all suspected cases of abuse are independently investigated by detectives from another force to avoid any local conflicts of interest.

Not entirely done the job. LAs have child protection duties. At the very least they should follow up to ensure police have acted. The file in many of these cases was marked “NFA”.
 
I’ve posted before our Teacher from 1970 at Hartshead School was known as “Bummer Turner” not just to Pupils but other Teachers as well. He used to take under privileged kids back to his home, abuse them, give them money and feed them, it was very overt, different times, as an 11 year old I like everyone else didn’t realise it was out of the ordinary. Looking back it seems incredible the Teachers didn’t do anything about it.

True. I was being overly simplistic.

When I was living in Wales my missus did a child protection course for working at the local school and nursery. She said it was a particularly harrowing course as they discussed actual cases in detail where the authorities failed to act.

I hope whoever is responsible for this mess gets what they deserve.

That’s the issue reading the report. The volume of findings in the executive summary, there’s issues and responsibility all over the place for why it wasn’t dealt with properly (and for a lot longer than some people think).
 
It’s a sad society that if a child is in care their lives are too often ruined by the big people who are charged with looking after them.
