As opposed to not giving them individual blocks?Not going to happen.
If the away club don't sell out then not giving them the 3rd tier makes things much easier for everyone and that then wouldn't be possible.
Spreading them out more also makes it harder for them to create an atmosphere.

It actually makes it easier, as hundreds of seats don’t remain empty in the 1000+ capacity part filled ESL3 away end.
I’m guessing City fill the away end on SSL1 first, then SSL2, and SSL3 last, because PL rules state away fans have to be pitch side, bar United and Newcastle.

United have part of their disabled section under the away fans. And with Newcastle, it’s the size if the stand, and keeping home and away fans apart. The stand is too big in height and split up internally to put away fans from the top to pitch side.
Liverpool were going to split away fans over 2 tiers when they redeveloped the Anfield Road stand. CGI’s showed that. Then Liverpool changed their mind and decided to keep the away fans on the L1 corner.
Neither of those things should matter. Both clubs should be told to move away fans pitchside in any of the other stands. At the swamp we could go in the Main Stand and at St James’ in that little stand at the side. Talk about tail wagging the dog!United have part of their disabled section under the away fans. First 5 or 6 rows of their upper Anfield Rd are some type of corporate, everyone leaves at HT for nose bag.Here.

That was a very clever move by Liverpool. City’s away end would have been a lot louder at Anfield if that had happened.
