It's basically an athetic stadium, in a country with 12 semi pro teams, I doubt they even have goal line technology, they're unlikely to be installing a VAR system any time soon.

Will VAR be used at the larger stadiums? So different rules in place at different grounds like in FA cup?

Any penalty that ends with a goal for the taker is decent. ;-)

I can't agree, if the keeper had dived 4 inches less, he could have stopped it with his foot, it was a terrible penalty, it meekly bobbled it's way into the goal past a poor piece of goalkeeping, good on him for stepping up with his record, but I'd leave it to someone else in future.
