As others have said, it's only if the Europa winners are also from England that 4th place loses out.Yes we can only have 5 teams maximum , but my point is there is no link between c/l and Europa. If Chelsea win c/ l then they replace the 4 the place team they don't become a 5th qualifier and never have, whether an English team has won the Europa or not.
If an English team win the Europa then they qualify for the c/ l as a 5th English team and join either the top 4 or the top 3 and Chelsea. Anyway this is way off topic so beast leave it for a different thread.

No this changed a while back when Liverpool won and couldn't defend the title so made an exception. The new rules kicked in and actually were enforced when Chelsea won Champions League in 2012 if you remember they had finished 7th and Spurs had finished 4th. Because Chelsea didn't finish in the top 4 they actually took the 4th qualifying spot demoting Spurs to the Europa.
Europa cup winners are get a different spot for Champions League allocated as was the case with Sevilla this year were Spain had 5 teams in it.
Looks like you're right then looking at that, still doesn't matter now.:)A maximum of 5 teams can compete from one country whichever route they arrive by, the rules have changed since 2012 :-
3.08 Exceptionally, an association may be represented by five clubs in the competition if the UEFA Champions League and/or UEFA Europa League titleholder does not also qualify through its domestic championship.

English CL Winners are in it the following year despite where they finish in the League giving English teams 5 places.
If another English team outside the top 4 win the Europa League they get a CL spot. The 4th place team go in the Europa League instead as only 5 places max are available in the CL for English teams no matter what.
No matter now though eh, although the CL spot for an English Europa League Winner is still up for grabs.
