Maybe when last season Yossi Benayoun visited Asia last season on a pre-season he was abused badly by the local fans...may be city didnt want that to happen to Biton.....
 
He will be able to play in all away games in europe and we could have got a visa pushed through if we really wanted to but why would we put him into a possible hostile situation for a friendly!

Him being a member of Israeli army could had made the matter worse.....I hope there is politics in sports.....

Any foreign player who seeks a work permit must have appeared in at least 75 percent of his national team's competitive A matches during the previous two years. A competitive A match includes the World Cup, World Cup qualifying and any other match played in the country's federation. If the player has not fulfilled this requirement because of injury, the club must provide written evidence documenting the player's injury history.

National Team Ranking

The player's national team must also be ranked in the top 70 in the official FIFA world soccer rankings. The Football Association averages the monthly FIFA rankings over a two-year period to assess whether the player meets this requirement. The national team ranking regulation ensures the prospective player comes from a strong international playing background.

I think Biton fails both of these tests, he neither has the caps nor does Israel have the ranking.

But I think there is an appeals process where City can argue he's an exceptional talent. The committee compares him to similar talent in England and can give him a permit by deeming him 'exceptional'

There is another way round the issue and that is to loan him out to a strong league. I read a couple of months back he could be playing in Belguim for a season.
 
We can't get him through on the exceptional talent rule. Basically only u18 players get through on that and of course any players the rags want.

We will loan him out to Anderlecht etc if we do indeed sign him. A relatively strong league who are in Europe and can get a work permit faster than anywhere else.

Oscar is 20 & has not had enough caps for Brazil.

Jo was in the same position when we signed him if I remember correctly.
 
Well Oscar would fall under the exceptional talent rule. He's been talked about for a few years. Biton is completely unknown.

I hope we can get him as he has impressed me when he's played. Neat and tidy with the ball. Will come on under Mancini as everyone does.

Nir Biton is not expected to play in next friendly games against: Oldham Athletic, Wolfsburg and Limerick.
It will come up to Manchini desicion, based on Biton games vs Arsenal, Dynamo Dresden and Al-Hilal.

I dont suppose Jo got through on the exceptional talent rule though
