It would be impossible to gauge as over the sea, you would have to legislate for things like 'trade winds' and such.

We know how notorious the weather predictions can be, as well, so who the fook knows where would be considered a 'safe place to be'!

Just two bits, minimal from any distance and waters not a bad shield, would be easy to clean up unless in a deep trench. Us nuclear engineers have are uses:)
