When the away fans are shifted down to ESL, and SSL 2 & 3 becomes all City, capacity will rise due to less segregated /safety zones.

That can't happen. The Police ensure the three tiers can be managed easily to allow flow back to the away coach park.

Handing the East Stand Lower to away fans would cause chaos on so many fronts.

There's enough entrances and exits at the back of blocks 111 and 110 to allow safe access to the away coach parks directly behind blocks 111 and 110. Logistically it can be done, but I don't think the club will do it. The club may have looked at it as part of the Etihad and new North stand seating reconfigurations and relocations.
 
I don't think you understand efficient organisation or a different culture.

I don't think much has changed for the workers. For me, in the mid sixties it was piecework, which was a total nightmare. At the end, in the 2000s it was 7 x 12 1/4 hr days.

Of course it can be done. The police excuse doesn't wash with me. Our ground is actually one of the only ones where the away fans are funnelled into a car park. At Old Trafford, Anfield, Arsenal, Chelsea etc. etc. you are just thrown out into the middle of the home fans

If it is on police advice, City should be calling bullshit as they police that lot across the road completely differently.

I actually think it's City not giving a shit. But in keeping them where they are, they are handing over noise advantage. At Spurs and Anfield now, you can't get songs going because you are surrounded on 4 sides by the home fans. It is absolutely what we should be doing at the Etihad.

It has changed very significantly in the last decade aligning its standards with Western standards
