We have a triple glazed Velux window in our bedroom, but it still wakes us up when it rains heavily in the night. I can’t imagine how loud it will be in Medlock Square, but probably better than getting soaked
 
Manchester Victoria station roof has a similar set up. Note that after the initial installation there were a lot of problems with rain water but I think it's sorted out now.

Is the top going to be glass?

No, but it will be seethrough.

plastic inflated cushions, similar to the bayern stadium, but clear.

Noisy as, when it rains or in the wind
Think this is the system they are using

Remedy for the noise
 
No the two platforms with temp lights either side of the square above the new roof being put in.
Yes , there’s a maintenance access “bridge” across the end of the “etfe” roof and these will be the ends (I think I saw it on an earlier CGI)
 
With a band or music playing loudly and everyone talking and the booze flowing the rain won't make make a sound.

It's all relative, and in some cases it might even be welcome, as it will cause everything to amplify accordingly. In other cases, it may be negative and put people off. It will also affect all the people staying in the rooms looking onto the roof.

Fyi I didn't say it as a negative when I pointed it out. Just noted it as a thing of that system.
