That club is a moralistic black hole. The owners buy it on tick, then sell it back to themselves and dump the debt on the club.
Then the new (part) owner rocks up, asking for the taxpayer to fund his renovation plans, all the while the 1.2bil he paid for his slice is the money that he didn't pay in due tax, because he's a tax dodging scruffy grifter.

As a result of his successful business career he's no doubt got an excellent perception of PR and saying the things that will provoke the right reactions. The 'perch' line is exactly what the desperate rags want to hear after their decade in the wilderness so he's fed it to them.
He'd make a good politician and after the Glazer years he knows how to tick all the boxes to try and get a feelgood factor going. Whether or not he's ultimately successful is another matter altogether.

They're still very much in control and happy to sit in the background siphoning all the profits.

This is actually a stroke of genius from them. It keeps the rag masses off their backs (no more protests) while the herds are happily distracted by Sir Jim and his elaborate and lofty plans.

You know full well he (tax dodge Jim) is not going to get a penny from the Glazers because he's already sizing up the government for a handout to pay for renovations to the swamp or possibly a new stadium.

Ineos’ founder, whose wealth is estimated at £12bn, officially moved his tax residence from Britain to Monaco earlier this year.

He had billed his venture into car production as a boost for the industry in the UK and was handed £150,000 in government funding for green for the project as part of a competition to develop zero-emissions vehicles.

Sir Jim, whose personal fortune is estimated at £12.2bn, has previously lobbied the government to reduce green taxes and slash restrictions on fracking – the controversial method of extracting fossil fuels in which Ineos has heavily invested.
