It's beyond retarded. If someone's talent, he is talent weather he is playing for Seychelles or Brazil.
The problem is though that 'talent' in a footballer is all a matter of opinion. There's no certification that says he can regularly make a 47 yard pass to a cone placed on the pitch, or can head a ball into the net from the penalty spot with 98% frequency. A heart or brain surgeon would have documentation to prove their efficiency, and so would a nuclear physicist, but a footballer has nothing other than other people's opinions, so rules regarding a nation's FIFA standing and that player's frequency of selection in that nation's international team are the only thing that the pen pushers have to go on.

It's a mash-up of two things - the FA not wanting the Football League to go the way of the PL and see English players become a minority, and the government wanting to reduce immigration. Both of them basically are concerned that if clubs are allowed free reign to do what they want then some enterprising Football League chairmen who are running clubs with no money and who want to reduce their spending to prevent the club from going into unmanageable debt will get rid of all of their English players if they can because of their high wages, even at lower-league level. They'll then fly out to Africa or Eastern Europe or somewhere and return with 25 players who are willing to play for minimum wage if it means they can get a free UK visa and indefinite right to remain. The government is especially concerned that players hired under those conditions would play for a season or two and then hang up their boots but remain in the country, get a job with a building company or a painting firm and stay working for minimum wage doing a job that Joe Bloggs could be doing.

He is definitely the best player in ASIA, the only competition might come from the Korean player Son Heung-min who is playing for Bayer Leverkusen. But i am sure Omar is much better.
