A slight problem with that LC is the Olympics is not classed as FIFA tournament so the special talent rule might not apply. However like you say we could use our links with other countries which could be a useful avenue to explore. I think you might be wrong. I heard the commentators for one of the GB football games the other day say that the olympics is a FIFA recongised tournament. This was also the issue with playing a "Team GB" in the olympics. They were saying if we played a team GB we would have to play as GB in other FIFA comps too. However as it was a home olympics for us we've be given special dispensation hence us fielding a team GB for the London games.

The rules though have since been changed, the World Cup restrictions on Uefa and Conmebol no longer apply, hence the inclusion of Luis Suarez and Cavani for Uruguay and Javi Martinez for Spain. Football is no different from any other event at the Olympics; they are all governed by their respective governing bodies rules and regulations, rather than the IOC.

Only for the U23 players, if a club refused to release one of their over-age players for the Olympics then there's nothing FIFA can do.
